Will US navy Arctic roadmap increase tension?

Expert comment: In October 2009, the U.S. Navy (USN) released a new roadmap for its activities relating to the Arctic for the next five years. The document stipulates a number of initiatives and actions that are designed to increase the USN’s knowledge about the arctic and capability to operate in arctic conditions. The publication of this roadmap has led to speculations about a military build-up and the potential for conflict in this area. Does this signify the beginning of an arms race in the Arctic?

Russia's energy strategy up to 2030
Expert comment: On August 27, 2009, the government of the Russian Federation approved the Energy Strategy for the period up to 2030 (the Strategy). 

The tempo of post-crisis economic recovery has been set as the point of departure for the Strategy’s two scenarios. The first scenario envisages a quickly recovering national economy with the consequences of the downturn tackled before 2015; the second scenario envisions a slower pace of overcoming the upshots of the crisis, with full recovery expected by 2020/2022.

Barents Rescue 2009 and emergency preparedness in the High North

Expert commentOn September 8-10 the international Barents Rescue 2009 exercise was held. The exercise is intended to increase practical cooperation on search and rescue (SAR) and handling of acute pollution. The High North comprises vast areas that have a harsh climate and little infrastructure. Conducting rescue operations with scarce resources is challenging and demands multilateral cooperation. The biannual Barents Rescue exercise is a productive initiative. But are we sufficiently prepared to manage the increased activity in the High North?
